Australian Tourism Online Marketplace Supplier Eligibility Guidelines

Supplier Eligibility Guidelines provide definition and guidelines to Members regarding who and which profiles are eligible and ineligible for participation and promotion through the Australian Tourism Online Marketplace (Atom) platform, websites, applications, APIs and other offerings from Atom (collectively the Atom Platform).

Where referenced, Atom, we, us, or our refers to Australian Tourism Online Marketplace Pty Ltd (Atom).
The Atom Platform offers an online site that enables users (Members) to create, publish, offer, search for services. Members who create and offer services are Suppliers and Members who publish and search for, or use the services are Distributors.
Suppliers offer accommodations (Accommodations), activities, tours and events (Experiences), and a variety of travel and other services (collectively, Tourism Services). The content of each Supplier service offering creates a Profile).
If you are a Supplier, you are responsible for understanding and complying with all laws, rules, regulations and contracts with third parties that apply to your Tourism Services.
The term You refers to you in your personal capacity and separately includes the business that you represent (this being a tourism business organisation that has registered with Us). The terms Your and Yourself pertains to You. For clarity, the term You refers to an includes the Organisation referred to in the registration process (being a Member).
You must register an account to access and use many features of the Atom Platform and must keep your account information accurate.
- The Atom Platform and your Content
- The Atom Platform allows You to tell Us about the tourism business or experience that you represent. This requires you to submit content including text, contact details, graphics, video/audio, photographs, images, multimedia, and linked information including websites, booking channels and social media pages (Content) to publish on the Atom Platform.
- We make this Content available for publication by Us and by Atom Distributors.
- Eligibility
- The Atom Platform is intended solely for tourism business operators, their employees and other authorised representatives that operate a tourism business in Australia and its territories.
- You must provide a direct service or experience to the leisure tourist or the business visitor. Where you coordinate Events, You are eligible to submit Business Event information.
- Supplier Eligibility Guidelines
- These Supplier Eligibility Guidelines (atdw.com.au/operator_guidelines) outline our eligibility requirements and standards for Suppliers.
- You must comply with the Supplier Eligibility Guidelines and any noncompliance of any provision of the Supplier Eligibility Guidelines constitutes a breach of the Atom Terms of Use.
- Each profile created on the Atom platform is manually reviewed for eligibility and compliance with the Supplier Eligibility Guidelines and Content Policy before being approved for publication and promotion on the Atom marketplace.
- Noncompliance with the Supplier Eligibility Guidelines or Content Policy will result in your profile either not being approved or being removed from the Atom network.
Eligibility Criteria
Eligibility Criteria are applicable to Supplier Profiles in all 11 content categories of the Atom Marketplace. Additional contextual category specific eligibility criteria are also relevant to certain categories, these criteria are outlined below.
Atom defines and upholds these criteria to provide the highest quality and fit for purpose content that supports the national tourism industry objectives of sustainably increasing visitation and spend to and within the Australian Visitor Economy.
- Services offered in Australia
Participating Suppliers must be located and/or operate their business, experience or event within Australia or its External Territories.
The Atom platform does not promote competitor country products and experiences.
- Generates benefit to the Australian Visitor Economy
Participating Suppliers must provide a direct service, experience or event to the leisure tourist or business visitor which generates benefit to the Australia Visitor Economy.
- Compliance with laws
Participating Suppliers must agree to observe and comply with all laws relevant to your business type that are applicable to your state or territory of operation.
Laws of operation vary from state to state (and territory to territory) and may require licences and permits to operate lawfully. Without limiting the above, You understand and agree that You are solely responsible for compliance with any and all laws, rules, regulations, and tax obligations that may apply to Your use of the Atom Platform.
Participating Suppliers must seek clarification around all business regulations from local, state and territory authorities.
Participating Suppliers must abide by and comply with local laws when operating in a different state or territory.
- ABNs and Third Party Liability Insurance
Participating Suppliers must hold an ABN where required by law.
Participating Suppliers must hold up to date public liability and insurances.
Participating Suppliers must be able to provide proof of current ABN and third party liability insurance on demand.
Ensuring suppliers are operating legitimate and legal businesses within the legislative requirements of this country is the responsibility Atom takes to ensure consumers and visitors are delivered quality experiences and services through the Profiles promoted throughout the Atom Distribution network.
- Safety and lawful operation
Participating Suppliers must abide by all safety requirements for lawful operation.
Participating Suppliers agree to do a risk assessment for your business and rectify identified issues in a timely manner.
- Open and operational businesses
Participating Suppliers business, experience or event must be open and operational, or at minimum able to accept future reservations.
Promoting service offerings to consumers which are not able to be booked or participated in, creates a disappointing and poor consumer experience for visitors.
- Individual Business Profiles
Each Profile must only contain one product/experience.
Businesses operating multiple products or experiences from multiple categories must list each one independently within the relevant content category.
Where multiple service offerings are available in the one product and same category type, such as Tours, Transport or Hire businesses, these offerings are best applied to the one profile as nested Services.
Correct categorisation and segmentation of the products and experiences promoted within the Atom not only benefits the supplier by generating more accurate consumer visitation and leads for your profile, but further provides more digestible and searchable content that is tailored to the needs of individual Distribution partners and ultimately Tourism consumers.

- One Accommodation Profile per Physical Property
Only one accommodation Profile is allowed within each physical property.
Where multiple accommodation rooms within the one property are all managed by the one entity, these are listed as a single Profile, with the room variations provided as child level services within that profile. This extends for cottages, tiny homes or cabins etc on the one property.
In the case of separate accommodation rooms or apartments within the one property are managed and booked individually through different entities or providers, these are listed as separate Profiles.
- Provide high quality service and experiences to customers
Participating Suppliers provide high quality service and experiences to visiting customers.
Supplier Profiles are promoted through official Destination Management Organisations (DMOs) of Australia (including the State, Regional or Local Tourism Organisations (STO, RTO ,LTO)) as well as numerous Distribution partner digital channels. Profiles on these websites are viewed by consumers as endorsed products, experiences and events of this Distributor entity. Where strong negative feedback is received to the contrary, the Supplier Profile may be deemed ineligible or removed from the Atom platform, to reduce the risk of potential harm to the reputation and credibility of Atom, the DMOs and Distribution partners.
Exclusion Criteria
Suppliers falling into the areas of Exclusion will not be eligible to create Profiles. These exclusions are applicable to all categories.
- On-seller of other products for non-travel related products?
This criteria excludes any entity who on-sells other products for non-travel related products.
- Exclusion Rationale – Atom is for the promotion of tourism and Travel experiences only, non-travel related products do not meet this purpose.
- Exclusion Example – Luggage suppliers and other services or industries not directly providing a visitor experience.
- Travel Agents, Wholesalers/Inbound Tour Operators or Travel Agents
Travel agents/wholesalers or inbound tour operators (ITO) specialise in collating products and/or services together into packages and re-selling to consumers.
- Exclusion Rationale - Atom provides direct to consumer products and experiences which encourage and entice visitation to Destinations. Travel agents and wholesalers are channels to book these experiences and do not provide the experience or service directly to the visitor. The platform send leads and encourages booking with the operator directly to ensure maximum revenue for Suppliers.
- Exclusion Example – Travel Agents: A person, business or organisation, with or without a physical premise accessible to customers, providing travel booking services to consumers and travellers.
- Exclusion Example – Wholesalers: A person, business or organisation, with or without a physical premise accessible to customers, providing individual and/or collated products and/or services to other service providers.
- Exclusion Example – Inbound Tour Operators (ITO): A person, business or organisation, with or without a physical premise accessible to customers, providing product/service packages containing a collation of products from single or multiple product categories.

- Websites/Virtual Businesses offerings services outside Australia
A website/virtual business that does not either have physical premises that customers can walk in to and/or access the products and/or services within Australia. Instead, customers view the products and/or services on the business’s website(s) and place orders via the internet, or experience the services outside of Australia.
- Exclusion Rationale – The objectives of Atom is to encourage visitation to Australia, hence experiences and services which do not facilitate visitation or which actively encourage consumers to experience Australia virtually elsewhere are in conflict with this
- Exclusion Example – A person, business or organisation, without a physical premise or service accessible to customers within Australia, that provides a direct or indirect virtual experiences or Internet/web-based information for placing bookings. The website/virtual business may or may not charge a service fee.
- Travel Insurance
Travel insurance providers provide insurance to cover the eventualities of a period of travel away from home such as cancellations, flight delay, loss of luggage, medical costs, and theft of money and/or belongings.
- Exclusion Rationale – Insurance is not an experience a consumer can participate in, and hence not marketed for the purpose of enticing visitation.
- Exclusion Example – A person, business or organisation, with a physical premise, where customers can purchase travel insurance for products and/or services. The travel insurance provider may or may not charge a service fee.
- Human Resource Provider
Human resource/service providers supply a specific resource or service.
- Exclusion Rationale – Staffing for tourism operations is not the objective of this platform.
- Exclusion Example – Human Resource Provider / Cleaning Service: A person, business or organisation, with or without a physical premise, providing a remote and/or static cleaning (e.g. premises, cloths, cars) service to customers. The cleaning service provider may or may not charge a service fee.
- Duplicate profiles
Duplicate profiles offering the same information for the same business, experience or event, unless where required due to different ownership or location purposes, will be excluded from the platform. Where possible the Atom team will work with you to ensure the correct ownership of the profile.
- Exclusion Rationale – Duplicate profiles cause confusion for consumers and can create unfair disadvantages to other Suppliers on the platform.
- Exclusion Example – A tourism business who has created 2 or more profiles for the same experience. Even where these profiles are modified using different copy and imagery, the duplicates will be removed.
Maintaining Eligibility
To maintain eligibility on the Atom platform, participating Suppliers must adhere to the following requirements.
In the event these requirements are not maintained, Atom (and/or STO’s) have the right to remove or suspend Content/ Profiles
- We are entitled to remove or suspend from the Atom Platform all or any part of the Content and/or the Profile immediately and without notice in Our absolute discretion.
- Without limiting the above, this right may be exercised if in Our view You have breached any of the Atom Terms of Use or Eligibility Criteria.
- Regular Profile Updates
Ensure the Supplier Profile is updated at least annually to review and update the information and content within the profile.
Regular updates to Profiles ensure content remains accurate, current, and relevant. Atom recommends reviewing Profiles quarterly with the seasons to tailor Profile content and imagery with changing environmental and
- Inform Us of Content changes
Inform and advise Us of any update, amendment or modification required to the Content so that the Content is accurate and complete at all times. You shall do this by updating Your Profile on the Atom Platform.
- Appropriately use the Atom Platform
You will not:
- violate any laws or regulation, or any order of a court, including, without limitation, zoning restrictions and tax regulations;
- use manual or automated software, devices, scripts, robots, backdoors or other means or processes to access, scrape, crawl or spider any web pages or other services contained in the Atom Platform or Content;
- interfere with or damage Our Platform, including, without limitation, through the use of viruses, cancel bots, Trojan horses, harmful code, flood pings, denial-of-service attacks, backdoors, packet or IP spoofing, forged routing or electronic mail address information or similar methods or technology;
- access or use Our Platform to use, expose, or allow to be used or exposed, any of Our Content:
- that is not publicly displayed by Us in its search results pages or profile pages;
- in any way that is inconsistent with Our Privacy Policy or Terms of Use; or
- in any way that otherwise violates the privacy rights or any other rights of Our users or any other third party;
- use the Atom Platform, for any commercial or other purposes that are not expressly permitted by these Terms;
- copy, store or otherwise access or use any information contained on the Atom Platform for purposes not expressly permitted by these Terms;
- use the Atom Platform in connection with the distribution of unsolicited commercial email (spam) or advertisements not expressly permitted by these Terms;
- register for more than one Account or register for an Account on behalf of an individual other than Yourself, and
- impersonate any person or entity, or falsify or otherwise misrepresent Yourself or Your affiliation with any person or entity.
- Maintain accurate Content
You will ensure that profile content
- is true and accurate,
- is not fraudulent, false, misleading or deceptive, and
- is not is defamatory, obscene, pornographic, vulgar or offensive.
You agree that You will not submit any Profile with false or misleading price information or submit any Profile with a price that You do not firmly intend to honour.
You must not upload, publish, submit or transmit any Content that:
- you do not own or have the necessary rights to use;
- infringes, misappropriates or violates someone else's rights, including their intellectual property rights such as a third party's patent, copyright, trademark, trade secret, moral rights, or rights of publicity or privacy;
- violates, or encourages any conduct that would violate, any applicable law or regulation or would give rise to civil liability or promotes discrimination, bigotry, racism, hatred, harassment or harm against any individual or group;
- is violent or threatening or promotes violence or actions that are threatening or harmful to any other person or animal, or
- promotes illegal, harmful, dangerous activities or substances.
- Maintain appropriate third party intellectual property rights
You warrant to Us and agree:
- that the Content does not in any way contravene or infringe any third party’s rights (ie any person or entity), including without limitation, their intellectual property, privacy, publicity or contractual rights, and
- that where any third party approval for use of the Content is required, such approval has been obtained and the Content does not breach any conditions attached to such approval.
- Adhere to the Atom Content Policy
You will ensure that profile content is in line with Atom’s content policy.
Atom Categories & Classifications
The following section defines the Atom Profile categories and classification (or types) within each Category. When creating an Atom profile a Supplier will select one (1) category to create that profile and is able to then assign the applicable Classifications to the profile accordingly. Categories and Classifications enable the Profile to be filtered by Distribution partners and promoted to the correct audiences. These criteria define any more nuanced Eligibility Criteria that exists for each category.
Suppliers should select the Classifications most relevant to the offering, up to two (2) is advised, as falsely selecting additional classifications can lead to poor consumer experiences and misleading expectations.
Accommodation
Accommodation establishments that provide visitor lodging for short term stay.
Property styles can range from apartments, backpacker and hotels, bed and breakfasts, caravan and camping, farm stays, holiday houses, motels, hotels and resorts.

Apartment |
Apartments have self-catering facilities (sink, refrigerator, microwave etc.). Most have separate bedrooms, fully equipped kitchens, one or more bathrooms, usually a washer and dryer, and sometimes a balcony or patio. Towels and linens are provided. Daily or weekly service and other hotel conveniences are usually available. |

Backpackers and Hostels |
Backpackers or Hostels provide short-term accommodation to guests, usually dormitory style. These are typically larger communal buildings offering room types ranging from individual rooms to dormitory style. They typically have a shared bathroom, social areas and self-catering facilities. Residential Colleges and University Halls of Residence can be included here. |

Bed and Breakfasts |
Bed and Breakfasts range from a family residence to a guesthouse, homestead or inn. Guests will have private bedrooms, with or without private bathroom facilities. Rooms may be either in the main house or in a separate building. Breakfast is a component of the tariff and is provided either in the form of daily provisions or is prepared by a host. |

Caravan, Camping and Holiday Parks |
Caravan, Camping and Holiday Parks are defined areas with shared amenities providing any of the following forms of accommodation or the space for: cabins, tents, touring caravans, motor homes, caravans, holiday homes, chalets and bungalows. They may be with or without central entertainment and sports facilities, shops, and restaurants. |

Cottages |
Cottages are stand-alone dwellings which includes private bathroom facilities and kitchen with cooking facilities. The dwelling may be located within the boundary of an accommodation complex. |
|
Farm Stays |
Farm Stays offer guests the opportunity to observe or become involved in farm life on a rural property. The accommodation ranges from self-contained or dormitory style to staying in the homestead with the family. |
|
Glamping |
Glamping establishments offer guests luxurious camping type experiences than traditional camping. The establishment typically provides the tent, bedding, linens and facilities. |
|
Holiday Houses |
Holiday Houses are stand-alone residences for holiday letting which may have several bedrooms allowing a group of guests to stay there together. Typically, the house will include full kitchen facilities, private bathroom facilities and laundry facilities. |
|
Hotels |
Hotels provides short-term accommodation to guests and will have a licensed bar onsite. Rooms include private bathroom facilities and full or limited cooking facilities. All or some meals will be available either in a restaurant located onsite, or through room service. A number of additional guest services may be available, including a swimming pool, games room and/or childcare. |
|
Motels |
Motels are typically designed to attract motorists and usually offer motel units or suites for guests and on-site parking. Individual bathroom facilities are available. Breakfast is usually available and units are serviced daily. These rooms may contain limited cooking facilities. |
|
Resorts |
Resorts provide short-term accommodation to guests in a location that encourages an extended on site holiday. Offerings may include swimming pools, day spa, child care, restaurants, licensed bars, tour desk, night life and day time activities. Rooms include private bathroom facilities and may offer some cooking facilities. Meals are available in an onsite restaurant or through room service. |

Retreats and Lodges |
Retreats and Lodges are situated in secluded areas ideal for quiet relaxation and immersion into a unique environment setting. Style of accommodation can be from basic to luxury and offer a specific or niche range of activities such as skiing, diving or uniquely Australian nature experiences. |
Attractions
Attractions include places or areas of interest that offer a distinct visitor experience.

Agritourism |
Agricultural, Mining or Industry related attractions primarily offer an "experience" to visitors. This can include working farms, open cut mines or agricultural centres. |
|
Amusement and Theme Parks |
A theme park, amusement park, water park or maze attraction is an enclosed area or site that provides a variety of experiences, amusements and services often relating to a particular theme. Admission fee usually applies. |
|
Entertainment Venues |
Establishment’s venues including cinemas, clubs, casinos, theatres, performance centres, licensed clubs and nightclubs. |
|
Galleries, Museums and Collections |
Galleries, museum, collections, interpretative and/or science centre listed here must be open with some regularity. They may house arts, crafts, or any collection of interest. |
|
Historical Sites and Heritage Locations |
A historic or heritage site is a location where pieces of political, military, cultural or social history have been preserved due to their heritage value. |
|
Landmarks and Buildings |
Landmarks and buildings listed here will be objects or features that are of interest to visitors. This type can include bridges, buildings, places of worship and lighthouses. |
|
National Parks and Reserves |
National Parks and reserves are an area, piece of land, or body of water that is protected by the state for the enjoyment of the general public and/or the preservation of flora and fauna. |
|
Natural Attractions |
A natural attraction is one that has been created by nature and can be enjoyed by visitors to your destination. e.g. Lookouts, Nature Walks, Waterfalls, State Forests, Rivers, Lakes, Dams. |
|
Observatories and Planetariums |
Observatories and planetarium facilities are designed and equipped to observe astronomical phenomena, or they house an instrument/s for projecting the positions of the planets onto a domed ceiling. |
|
Parks and Gardens |
Parks and gardens must be open to visitors. They can vary in size and include botanic gardens, arboretums, display gardens and local parks. |
|
Shopping & Markets |
Retail shopping outlets may feature if leisure-tourism forms a significant part of the business. This includes major shopping centres or arcades with a wide range of offerings or boutique retail stores selling local/regional designer/handcrafted wares or goods specific to the Destination. Markets include craft, food or farmers markets that have a permanent venue and regular opening days. One off pop-up markets are listed as Events. |

Spas and Retreats |
Spas and retreats will provide a variety of services for the purpose of improving health, beauty and relaxation through various treatments and activities. e.g. Day spas, wellness spas, health and wellness retreats. |
|
Sports and Recreation Facilities |
Sport and recreation facilities can include indoor and outdoor facilities that would add to a visitors experience within the destination. e.g. climbing walls, go karts, gymnasiums, public swimming pools and playgrounds. |
|
Zoos, Sanctuaries, Aquariums and Wildlife Parks |
Zoos, Sanctuaries, Aquariums and Wildlife Parks maintain a collection of wild animals usually in a park, gardens, or tank, for the study, conservation, and display to Destination visitors. |
Destination Information
Destinations are broader areas of significant interest to visitors. These can be towns, regions or other similar localities which tourists and visitors can visit.
Events
Events are planned public or social occasions aimed at attracting leisure or business visitors to stimulate visitation and expenditure within a Destination.

Business Events |
Business events suitable for Profiles include significant conferences, seminars, galas, launches, symposiums, or other activities where the participants will be travelling from interstate or overseas and the program will permit leisure time at the destination. |
|
Classes, Lessons, Workshops and Talks |
One off informative events such as art workshops, cooking classes/lessons and motivational/inspirational speakers. These events are open to Destination visitors to highlight experiences specific to the Destination. Regular or permanent Classes, Lessons & Workshops should be listed as Attractions. |
|
Community Events |
Local community events open to the general public, in a public venue. Specially targeting audiences or attendances from the broader community and interested visitors. Events for residents, special interest groups, or specific demographics are not eligible. |
|
Concerts or Performances |
A Concert or Performance may include plays, musical theatre shows, opera, stand-up comedy, circus performances, puppetry, music concerts of any genre, dance, once off film screenings and live shows. |
|
Exhibitions and Shows |
Temporary or one-off Exhibitions and/or display events or shows. Exhibitions could include Art Exhibitions, Open Gardens, Cultural or Sculpture Exhibits. Shows could include Easter Shows, Royal or Agricultural Shows, Lifestyle Shows or Caravan and Camping/Craft/Health & Wellness/Food & Wine Expos.
Permanent Exhibitions or shows should be listed as an Attraction. Musical Shows should be listed under Concerts or Performances. |

Festivals and Celebrations |
A Festival event may include film festivals, seasonal festivals e.g. Floriade, arts festivals, food and wine festivals, multicultural festivals, Mardi Gras etc. A Celebration or Commemoration event may include Australia Day activities, ANZAC Day, New Year’s Eve, Easter Egg hunt, Olympic Athletes Welcome Home Parade, Myer Christmas Windows, Open Days etc. |

Food and Wine |
Food and Wine Events listed here will have food, wine or other beverages as the core component of the event e.g. a one-off themed dinner/lunch/performance at a winery or a Truffle Hunt. |
|
Markets |
Market events include one off, irregular, or specially themed markets in temporary locations. Market events may include produce, crafts, special night markets etc. Permanently housed, regular market should be listed under Attractions - Shopping and Markets. |
|
Sporting Events |
Sporting events attracting interstate or international destination visitors for either participation, viewing or a combination of both. The event needs to have the best potential to attract interstate/overseas visitor’s e.g Tour Down Under, Australian Formula 1 Grand Prix, V8 Supercars, World Cup Cricket etc. Interstate matches are permissible for all sporting codes. |
Food and Drink
Establishments which are targeted at leisure visitors and/or offer a unique dining experience.

Bars |
Bars listed will sell beverage products as their primary offering. Suitable bars will be in locations suited to Destination visitors, other leisure tourism activities or precincts. |
|
Breweries and Distilleries |
Breweries and Distilleries offer "brewery or distillery related experiences or products" as their primary offering. Suitable businesses must have 'cellar doors' that are open to the public and visitors to the area for tastings. |
|
Cooking School, Lessons, Workshops |
Cooking Schools, or visitor-based establishments that offer food-based lessons and/or workshops. Restaurants & Cafes which offer cooking schools, lessons or workshops can be included here. Other examples include may include wine tasting workshops, barista courses etc. |

Produce |
A Food or Produce related business open to Destination visitors. The business can offer both "experience" and "produce" as their primary product offering, with produce available for visitors to purchase. |
|
Restaurants and Cafes |
Restaurants & Cafes offer a dining, food or beverages as their primary offering. Please note, this does not include fast food franchises. Other takeaway venues would be relevant in very small regional destinations where no other options exist. |
|
Wineries |
Suitable wineries for this classification must have cellar doors that are open to the public for tastings. They "wine" related experiences or products to Destination visitors. |
General Services
General Services are limited to products or services which support tourism and those who travel.

Automatic Teller Machine, dispensing cash or currency to visitors. |

Accommodation Booking Services |

Financial institution offering services to visitors. |

Bus Stop |
